Dear Roy,
Asia is the perfect place to build affordable steel vessels, Indonesia, China, Malaysia, India have many ship yard. I even heard about a very nice steel replica of ‘William Fife design” build in Burma. However, you should look carefully at the quality of steel, and welding equipment.
If you wish to build good quality vessel, you will need to spend some time to supervise the building process. It is worth to spend extra money to higher someone to supervise the building process.

Dear Roy,
We offer you a first step with this website, but of course it is not enough, and the second step is this forum. Sorry we just launch this forum, and people have to get use to it, in order to assist you in your queries.

However, as a naval architect I would say taht the best boat yard to build a vessel, is the one who will respond to the needs of the project. In order to give you some recommendations, we need to know a little more about your project. The most important question is to know the type of vessel you are lookingfor (power or sailing boat) what are you planning to do with this vessel, the budget that you have, your delays, and the level of qualities that you are looking for.

Than we need to know, if you already have a design for this vessel, and if you will supervise the building process yourself, by the naval architect who design it, or use a local persons with good experience to supervise such project.
